At the end of World War II, Germany decentralized its power outside of Berlin and each of the country’s 16 federal states established its own parliament and constitution. From 2016-2019, Ben Chapman, a Foreign Service Officer with the US government, was serving as a political and economic officer in Düsseldorf, the capital city of North-Rhine Westphalia (NRW), the most populous of Germany’s federal states.
